Women as subjects of development, possible?
New Order era is often referred to as the era of development. Various facility known as a form of 'service to the community' so that people life more "comfortable" in doing in various areas. On behalf of sustainable development for the citizens of Indonesia, carried out through various development programs. There are programs Pelita (Five-Year Development Plan), swasembada Food, Family Planning, Transmigration and so forth.
Physically we see the construction of flyovers, luxurious buildings, hotels, shopping malls in the cities or to rural reservoirs. But we never know for realizing the construction of such a lot of people who become victims. They are in gusur from their homes, their land has been inherited from generation to generation, the fields or rice cultivation to meet the needs of everyday life.
When the program is run Repelita, there are efforts to change Indonesia's agrarian society became industrialized, with the establishment of factories. The factory was established with capital loans or foreign aid, replacing fields of rice and its inhabitants. Finally, there is no land that can be done and they move to the city to seek a better life. Their rollicking berurbanisasi. Some areas also experienced population displacement with the construction of dams or other structures and the government's transmigration program offers a solution. Without the referendum needs to the needs of the population, the government arbitrarily moving the residents to various places. Eg Javanese population transferred to Sumatra or Kalimantan. Then there culture shock because of the population experiencing different cultures, customs or even the language.
Another program that echoed the government is food self-sufficiency, where each region is required to meet the needs of their own food by working on land owned, while land has been taken over by the owner of a lot of capital to be used as a factory or the other. Some places that are not used to the staple food rice, in the 'recommend' to grow rice. The existence of the slogan rice as a staple food of Indonesian people so often aired through any media.
Development that occurred over the years, had limited perspective on women. Whereas women as users of the results of development and also the most affected. Women are more often seen as objects rather than subjects of development. In fact, development is done in all fields, will always have an impact on women. For example in the fields of economy, construction of factories, will absorb many women workers, especially when the economic crisis, which encouraged women to act as the main breadwinner in the family. However, facilities, security and policies in effect at the factory, many of which did not accommodate women's interests. Their pay is lower or there is no guarantee of safety from which they work when they have to work overtime. Vulnerable to sexual violence happening to them. And many of them falsified his age in order to work. Falsification of this age is really a form of exploitation against children.
According to ILO data in the year 2007, there were 1.1 million working children under the age of 14 years, and 40% are women. Of this amount, approximately 40000-70000 are victims of sexual violence (Jakarta Post, June 12, 2009). Meanwhile, according to data from the National Commission for Child Protection, every month, about 15 teenage girls become victims of violence such as rape in Jakarta. KPAI data showed 788 cases of violence against children in the year 2006. While based on a survey Soseknas year 2006, 3.07% and 3.02% female children have experienced violence in Indonesia (Kompas, January 29, 2009).
Then, women are also vulnerable on the issue of violence. In the act of violence that occurred during development, women who most frequently affected and the victims of violence. Both acts of violence perpetrated by his family, his surroundings or the State. Based on data from LBH-Chic until June 2009, there were approximately 300 cases of violence against women are reported to this institution. Meanwhile, according to data from the CCP (Crisis Centre) RSCM, has handled as many as 2072 cases of violence against women throughout the years from 2000 to 2008 (Kompas, June 19, 2009).
In the political field, very few women who could become leaders of political parties. If they become more of a leader due to connection of power that has been developed previously not seen from their ability to lead or organize. Members of the legislature are currently only amounted to 11.8% or about 65 people from the 550 people who elected legislators (Kompas, January 27, 2009).
Women as subjects in development should not only limited discourse, considering the issue of gender equality is one of the issues that exist in the concept of Indonesia's development in this period of reform. That women's participation should be encouraged to become more active in planning, processes and development outcomes, not merely objects of development. With the ministry of Women, in fact a clear example of government's good intention to involve women in all government programs. But the question is, Can women in Indonesia has been actively involved and oversee government programs simultaneously, while acts of violence against women still occurs, and the perspective of a citizen of Indonesia that still marginalizes women accidentally and on purpose is still happening? By the name of religion and tradition, the people of Indonesia and then still continue to blame, ignore and marginalize women into the private sphere. This means that gender equality will occur if not only good faith but also in real actions from all parties that play a role in the lives of women, husbands, boyfriends, friends, children, parents, extended family, neighbors, environment and state that women can play an active role in development all fields as well as subjects as well as objects of development.
